Kathryn I. Matthew Kathryn I. Matthew is the vice provost at the University of Houston-Clear Lake. As vice provost, Matthew provides leadership and supervision for Planning and Assessment, the Office of Research and Sponsored Programs, the Center for Faculty Development, and Education Abroad and Scholar Services. She also serves as the chief academic officer in the absence of the provost.

In 2005 Matthew joined UH-Clear Lake as a tenured associate professor and the Literacy, Language, and Literature Studies Program coordinator in the School of Education. From 2005 to 2010, she was also the director of the Greater Houston Area Writing Project. She was promoted to professor in 2010 and assumed responsibilities of the interim associate dean until 2014 when she returned to her faculty position.

Matthew came to UHCL from the University of Texas Health Science Center in Houston. Prior to that, she was an associate professor in the College of Education at Louisiana Tech University in Ruston and the co-principal investigator of a statewide $1.6 million federal technology grant.

Her scholarly works include articles in national and international journals. She has also authored and co-authored nine books. Matthew is the principal investigator of a $4.0 million U.S. Department of Education HSI STEM grant to support Hispanic and low-income students pursuing degrees in science, technology, engineering, and mathematics and a $2.7 million U.S. Department of Education Promoting Postbaccalaureate Opportunities for Hispanic-Americans.

Matthew received her B.A. in sociology and her M.Ed. in curriculum and instruction with elementary teacher education certification and reading specialist certification from the University of New Orleans. She also received her EdD in curriculum and instruction from the University of Houston.

Responsibilities

The vice provost reports to the senior vice president for Academic Affairs and provost. In the absence of the provost, the vice provost provides primary administrative supervision and guidance to all the academic leadership and administrative staff reporting to the Office of the Provost. He or she also acts as a liaison with the University of Houston System, chief academic officers of feeder community colleges, the Texas Higher Education Coordinating Board (THECB), and the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). The vice provost provides leadership and supervision for Planning and Assessment, Research and Sponsored Programs, the Center for Faculty Development, and Education Abroad and Scholar Services. The vice provost works with the vice president for Student Affairs, the vice president for Enrollment Management, and the associate vice president for Student Success & Initiatives to enhance student success initiatives related to retention, enrollment growth, distance education, and program development.

The responsibilities of the vice provost include:

  • Assisting in the timely development of the annual instructional budget and serve as a liaison between the deans and the provost's office related to financial issues and summer school.
  • Assisting and supporting as necessary the leadership and relevant committees and university organizations including Faculty Senate, Academic Council, Associate Deans Council, University Council and serves as an ad hoc member of various committees as requested by the provost or president.
  • Preparing and submitting course, degree and program requests and reports and coordinates academic program reviews and accreditations.
  • Acting as a liaison between students and the schools, handle student academic appeals and complaints, guide students and the schools in complying with university guidelines, and coordinate academic and behavioral-based appeals with the Dean of Students.
  • Working with the Provost Office's staff to develop the academic calendar, assist with academic publications such as but not limited to the university catalog and faculty handbook.
