Texas Residency Update - Effective Fall 2025

Why is my residence changing from Texas resident to non-resident or international?

This change comes from a new federal court ruling that impacts how Texas colleges and universities determine who qualifies for in-state tuition and Texas (TAFSA) financial aid.

On June 4, 2025, the State of Texas and the federal government agreed that some parts of the Texas Education Code—specifically those that allow in-state tuition for individuals who are not lawfully present in the U.S.—conflict with federal law. Because of this, a U.S. District Court issued a permanent order preventing colleges and universities in Texas from offering in-state tuition to students who do not meet certain legal residency requirements.

Am I still eligible to attend the University of Houston-Clear Lake and earn a degree?

These changes do not affect your eligibility to attend the University of Houston-Clear Lake and earn a degree.

Does this change impact my admissions status?

This change does not impact your admissions decision.

Am I eligible for TASFA/Texas financial aid?

The TASFA application is only available for Texas Residents who are not eligible to submit the FAFSA.

How do I upload my documents for residency verification?

To submit your documentation:

  1. Log in to Go.UHCL.edu.
  2. Select E-Services.
  3. Click on the Tasks tile, then go to your To Do List to find the Residency Affidavit or Residency Verification tasks.
  4. Choose Upload File.
  5. Click Add to select your file. Be sure to both upload and submit the file.
  6. Click Save Uploaded File to finalize. Once successful, your file will be marked as received in the To Do List.

What are the types of acceptable documents I can submit in order to be reconsidered for in state tuition?

  • Unexpired Texas Driver's License
  • U.S. Passport
  • Unexpired EAD card
  • Permanent Residency Card
  • Valid I-94 card (Arrival/Departure Record)
  • I-485 Receipt Notice
  • Other document(s) showing valid status

What other financial support is available?

All students are encouraged to apply for scholarships.

Can I attend less than full-time, 12 semester credit hours?

Yes, students in most academic programs are eligible for a reduced course load.

Am I eligible for my Graduate fellowship and associated in-state tuition waiver?


Yes, students who are hired into a Graduate Fellowship position will still remain eligible for the associated in-state tuition waiver.

Based on my new tuition/fee charges what are the payment options available?

The University has several payment arrangements available to students. View Payment Plans.

Am I eligible to live in University housing?

Yes, enrolled students are eligible for University Housing.

Can I stop attending UHCL and return at a later date?

Yes - If it has been over one year since you have enrolled in class, you will need to reapply for admission. If it has not been over a year, you may still be an active student and have access to registration. Please visit UHCL Admissions for more information.
