Higher Education Emergency Relief Fund (HEERF)
In spring 2020, UHCL signed and submitted the Funding Certification and Agreement for three funding allocations within the Higher Education Emergency Relief Funds (HEERF) Formula Funds and Minority Serving Institute (MSI) funds. UHCL received an initial allocation of $5,965,710 under Sections 18004(a)(1) and 18004(a)(2) of the CARES Act and committed to using at least 50% ($2,777,685) of these funds for direct student support. Additional funding ($10,867,361) under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA, also known as HEERF II) was awarded in January and March, 2021.
The table below outlines total awarded funds to UHCL and their use to date. Each allocation has its own award period, as shown in the table below.
Eligibility to receive HEERF funds is based on students determined to be eligible for Title IV funds. Students are determined to be Title IV eligible based on the submission of the 2019-2020 FAFSA application and all required documentation. In order to receive HEERF funds, a student must be enrolled at the time of requesting funds.
$300 award from the HEERF funds. The survey asked students to certify if they incurred an expense of at least $300 due to the disruption of campus from the coronavirus. The Students attending the Fall 2020 term and meeting CARES eligibility requirements, were sent a survey to apply for the final CARES funds. Students completed a short Qualtrics survey indicating they had expenses related to the disruption of campus operations due to the corona virus. They indicated their expenses and indicated what expenses were related to. The maximum amount a student could receive from all CARES funds awarded in a given fiscal year is the Pell Grant maximum ($6,345 in FY21). Students on average received $558 for Fall 2020, unless their expenses were less than that amount, then they received the requested amount of actual expenses. The survey closed on Wednesday, September 2, 2020. Additional funds were awarded in January and March 2021 and students received a new survey in spring 2021.
